Requires health care service plans and health insurers with prescription drug formularies to furnish specified information upon request by enrollees or their prescribing providers, effective July 1, 2023.

Information must include enrollee eligibility, current formularies, cost-sharing details for the prescribed drug and alternatives, and applicable utilization management requirements, with real-time responses via standard API.

Prohibits plans and insurers from denying or delaying responses to information requests, restricting providers from sharing drug information or discussing lower-cost alternatives, or penalizing providers for prescribing clinically appropriate alternative drugs.

Requires information to be current no later than one business day after changes are made and permits access using drug unique billing codes and National Drug Codes.

Exempts the state from local reimbursement requirements because the bill creates penalties related to existing state law violations.
