Requires legal restrictions claimed to make housing prohibited on surplus land be documented and verified in writing by relevant agencies with authority over those restrictions.

Allows local agencies to administratively declare land as "exempt surplus land" if the declaration and findings are published for public comment at least 30 days before taking effect, rather than requiring formal action at a public meeting in all cases.

Requires local agencies to notify the Department of Housing and Community Development 30 days before disposing of land declared "exempt surplus land" and provide a copy of their declaration and findings.

Increases penalties for violating surplus land disposal requirements from 30% of final sale price (first violation) to 30% of the greater of final sale price or fair market value determined by independent appraisal, and 50% for subsequent violations.

Requires the Department of Housing and Community Development to maintain a public listing of all entities and housing sponsors that have notified the department of their interest in purchasing surplus land for low- and moderate-income housing development.
