Expands the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program to include funding for development, demonstration, and deployment of zero- and near-zero-emission commercial harbor craft technologies.

Adds commercial harbor craft to eligible project categories under the program, including technology development, pilots, and early commercial deployments of multiple vessels at one site or region.

Requires the State Air Resources Board to include commercial harbor craft in purchase incentives, performance criteria, and the annual investment framework and plan for clean technology deployment.

Aligns with the State Air Resources Board's 2021 proposed amendments to the Commercial Harbor Craft Regulation, which would require transition to zero-emission and cleaner combustion standards between 2023 and 2035.

Removes prior legislative intent language regarding establishing a separate grant program within the Carl Moyer Memorial Air Quality Standards Attainment Program for ferry operators.
