Repeals the July 1, 2029 deadline for the Board of Trustees to assume powers of the Compton Community College District Personnel Commission, instead tying the assumption of powers to when the board of trustees' suspension ends.

Requires the Board of Trustees to assume personnel commission powers and duties upon ending of suspension, with the personnel commission prohibited from exercising those assumed powers.

Establishes the Personnel Commission in an advisory capacity beginning the year the district repays emergency apportionment funding, with three members appointed by the board of trustees, classified employees, and mutually by those two members.

Reinstates full powers and duties of the Personnel Commission to begin one calendar year after the district makes its final repayment of emergency apportionment funding.

Requires the Compton Community College District to provide annual updates on or before September 15, beginning in 2023, to the Department of Finance and relevant legislative budget subcommittees regarding repayment status of emergency apportionment funding.
