Office of Health Equity within the State Department of Public Health must convene an advisory working group on or before March 31, 2023 to develop tools and protocols for allocating funds to reduce racial disparities in emergency response, recovery, and repair efforts.

Advisory working group must include representatives from the Office of Health Equity, a local public health department, and leaders of at least three community-based organizations from different jurisdictions.

Working group shall submit a report to the Legislature by January 1, 2025 evaluating unmet needs among historically marginalized communities (Black, Indigenous, Latino, Asian, Pacific Islander, homeless, LGBTQ, and disabled individuals) during COVID-19 and up to five other recent emergencies, stratified by health jurisdiction, county, and legislative district.

Report must be posted on the State Department of Public Health's website and include recommendations for funding priorities in future state and local emergencies.

All provisions are repealed on January 1, 2029, subject to appropriation of funds by the Legislature.
