Authorizes the State Water Resources Control Board to accept donations, grants, contributions, or contractual agreements for planning, permitting, or providing technical support for public benefit projects within the board's jurisdiction.

Requires all funds received to be deposited and separately accounted for in the State Water Pollution Cleanup and Abatement Account, available for expenditure upon legislative appropriation and consistent with the terms of the donation or agreement.

Maintains existing authority for the state board to accept donations from permittees for updating water quality control plans.

All provisions sunset and are repealed on January 1, 2028.
