Prohibits California State University from charging tuition or mandatory systemwide fees for up to 2 academic years to community college transfer students who completed an associate degree for transfer and received a fee waiver.

Requires the CSU Chancellor to distribute funding to each campus to offset costs of tuition and mandatory systemwide fee waivers upon enactment of an appropriation for this purpose.

Requires CSU to waive fees in a manner that supplements rather than replaces other financial aid, and to provide grants equal to the waived tuition and fees to help cover nontuition college costs for students with financial need.

Mandates that qualifying students complete the Free Application for Federal Student Aid, state university grant application, or California Dream Act application as a condition of receiving the waiver.

Makes undocumented persons who submit the California Dream Act application and meet other requirements eligible for the tuition and fee waiver.
