Codifies requirement for insurance institutions and agents to provide clear and conspicuous privacy notices to customers at least annually during the customer relationship.

Allows privacy notices to be combined with notices required under Section 791.04 or provided separately, as long as both sets of requirements are met.

Exempts insurance institutions or agents from annual notice requirements if they do not disclose medical, personal, or privileged information to nonaffiliated third parties and provide abbreviated notice with description of consumer rights and internet address to complete privacy policy.

Exempts insurance institutions or agents from providing notices to former customers with whom they no longer have a continuing relationship.

Requires privacy notices to comply with Section 2689.7 of Title 10 of the California Code of Regulations.
