Increases maximum fines for dumping commercial quantities of waste by businesses with more than 10 employees from $3,000/$6,000/$10,000 to $5,000/$10,000/$20,000 for first, second, and third+ convictions respectively

Requires courts to mandate removal or payment for removal of illegally dumped waste matter for commercial dumping convictions, instead of making it discretionary

Requires courts to notify relevant licensing entities of convictions for illegal dumping when the defendant holds a related professional or business license, and mandates those entities post conviction information on public profiles

Mandates courts consider defendant's ability to pay when imposing fines, including present financial position, reasonably discernible future financial position within one year, likelihood of employment within one year, and other relevant financial factors

Retains court authorization to order defendants to perform community service or pay for cleanup costs, but removes requirement that such orders be imposed as a condition of probation
