Requires state agencies to install shielded outdoor lighting fixtures on owned, leased, or managed property on or after January 1, 2023, with limited exceptions.

New lighting fixtures must use lamps with correlated color temperature not exceeding 2700 Kelvin and use minimal illuminance necessary for their intended purpose.

Lighting fixtures must be either dimmable to 50 percent brightness between 11 p.m. and sunrise, equipped with automatic/manual shutoff devices, or motion-activated with shutoff after 15 minutes.

Exempts fixtures required by federal law, local ordinances with stricter standards, highway advertisement signs, and lighting needed for aircraft/watercraft navigation, law enforcement, worker safety, and historic preservation.

Requires state agencies to make reasonable efforts to conserve energy and minimize light trespass for exempt lighting while maintaining safety and functionality.
