Expands California's provisional licensing program to include drivers ages 16-20 (previously 16-17 only), effective July 1, 2023, with driving restrictions during the first 6-12 months after license issuance depending on age.

Requires instruction permit holding periods of at least 6 months for drivers under 18 and at least 60 days for drivers 18-20 before applying for a provisional license.

Raises the minimum age for obtaining an instruction permit from 17 years 6 months to 20 years 6 months for those without driver education completion.

Requires supervising licensed drivers to be at least 21 years old (increased from 18) when accompanying permit holders, effective July 1, 2023.

Mandates driving schools and independent instructors, as of July 1, 2023, to offer installment payment plans for behind-the-wheel instruction with no additional fees, and allows DMV to charge schools up to $1 per completion certificate.
