Amends Section 23390 of the Business and Professions Code to allow licensed winegrowers and brandy manufacturers to sell and deliver wine to consumers in consumer-supplied containers at locations away from their licensed premises.

Removes the previous exception that prohibited winegrowers and brandy manufacturers from selling wine in containers supplied, furnished, or sold by the consumer at branch offices, warehouses, or bonded wine cellars.

Maintains existing restrictions preventing production/manufacture and on-premises consumption sales at off-site locations.

Allows the Department of Alcoholic Beverage Control to issue duplicate licenses for branch offices, warehouses, or bonded wine cellars at locations other than the original production premises.

Approved by Governor September 22, 2021 and became effective as Chapter 192.
