Adds a new category of vexatious litigant: persons who, while a domestic violence restraining order is in place, file meritless litigation against the person protected by that order that causes harassment or intimidation.

Allows a person protected by a domestic violence restraining order to file a petition without fee to have the restraining order subject declared a vexatious litigant under this new provision.

Permits only the person protected by the restraining order to bring a motion based on this new vexatious litigant definition, with no filing fee required.

Maintains existing vexatious litigant standards based on prior litigation history, repeated relitigation of settled matters, frivolous filings, and prior vexatious litigant declarations.
