Makes unauthorized possession of more than 4 detached catalytic converters a crime punishable by up to one year in county jail or state imprisonment.

Exempts persons with authorization to possess detached catalytic converters, including those with vehicle title/registration matching the converter's vehicle identification number, written authorization from the vehicle owner, or proof of lawful acquisition.

Exempts automobile manufacturers, automotive repair businesses, and their employees or agents engaged in lawful business activities related to automobile manufacture or repair.

Defines a detached catalytic converter as one not attached to its intended vehicle and requires permanent marking such as engraving or permanent ink on converters.

Requires voter approval at the next statewide general election to become effective, as it amends Proposition 47 (Safe Neighborhoods and Schools Act).
