Requires the Employment Development Department to notify claimants of benefit computation within 30 days of receiving a claim, or notify them within 30 days of the anticipated delay and reason.

Requires the department to respond to claimant or employer protests regarding benefit computation or recomputation within 15 days of receipt, or notify them within 15 days of the anticipated delay and reason.

Amends Sections 1329 and 1330 of the Unemployment Insurance Code to establish specific timeframes for benefit determination notifications and protest responses.

Takes effect immediately as an urgency statute due to the need for prompt unemployment benefit payments during the COVID-19 pandemic.
