State Department of Public Health must conduct an evaluation of local health department infrastructure and make recommendations for future staffing, workforce needs, and resources to adequately fund local public health.

Evaluation must assess the public health workforce, local health department information technology infrastructure, state public health laboratory capacity, and federal and state funding trends for local health departments.

Department may contract with a qualified entity to conduct the evaluation and is exempt from California Public Contract Code requirements for this purpose.

Advisory group composed of representatives from emergency medical services, county health executives, local health officers, tribal entities, schools of public health, and other stakeholders must provide input on entity selection and technical assistance.

Department must report findings and recommendations to appropriate legislative committees by July 1, 2025; provisions sunset and are repealed January 1, 2027.
