Creates a new category of health facility called "intensive behavioral health treatment facilities" licensed by the State Department of Public Health to provide 24-hour inpatient treatment for behavioral health conditions, including eating disorders.

Requires facilities to admit only individuals whose primary need is behavioral health treatment, who can perform age-appropriate daily activities without direct assistance, and may include those with self-endangering behaviors, complex medication needs, or history of frequent hospitalization.

Establishes client rights including freedom from coercion and discrimination, access to complaints and advocacy services, privacy in communications, and right to refuse services with documentation.

Requires facilities to develop discharge and transfer policies allowing individuals to remain until care objectives are completed or higher level of care is needed, with specified exceptions including criminal convictions for conduct causing significant harm.

Authorizes the State Public Health Officer to impose civil sanctions including cease and desist orders and monetary penalties ranging from $50-$100 per licensed bed per day (maximum $3,000 per day) for substantial violations of applicable laws and regulations.
