Core recyclers must obtain and preserve thumbprints from catalytic converter sellers for two years, with inspection or seizure limited to law enforcement acting under a criminal search warrant based on probable cause.

Core recyclers are exempt from thumbprint requirements if they are automobile dismantlers, licensed motor vehicle dealers, automotive repair dealers, or other licensed businesses that may reasonably generate, possess, or sell used catalytic converters.

Core recyclers must report catalytic converter transaction information to the chief of police or sheriff and request theft alert notifications from the Institute of Scrap Recycling Industries theft alert system.

Local law enforcement agencies are encouraged to report catalytic converter thefts occurring within their jurisdiction to the theft alert system maintained by the Institute of Scrap Recycling Industries, Inc.

Violations of core recycler requirements are misdemeanors punishable by fines of $1,000 for a first conviction, at least $2,000 for a second conviction (with possible 30-day business closure), and at least $4,000 for a third or subsequent conviction (with mandatory one-year business closure).
