Prohibits social media platforms from using design features or affordances that knowingly or negligently cause child users (under 18) to become addicted to the platform.

Grants enforcement authority exclusively to the Attorney General, district attorneys, county counsel, or city attorneys to bring civil actions for violations.

Authorizes civil penalties up to $250,000 for knowing and willful violations, plus litigation costs and attorneys' fees.

Provides an affirmative defense if platforms conduct quarterly audits of addiction-risk features and correct any identified risks within 30 days.

Exempts platforms controlled by entities generating less than $100,000,000 in annual gross revenue and platforms whose primary function is video gaming.
