Amends Elections Code to require initiative and referendum measures to appear on ballots in the order they qualify, rather than requiring referendum measures to appear last after all initiative measures.

Changes ballot language for referendum measures from "Shall the statute be adopted?" to "Shall the statute be rejected or adopted?" to clarify voting intent.

Redefines "Yes" votes on referendum measures as votes in favor of the referendum and against adoption of the statute, and "No" votes as votes against the referendum and in favor of adoption.

Makes the ballot language changes contingent upon voter approval of Senate Constitutional Amendment 1 of the 2021-22 Regular Session.
