Establishes the State Water Efficiency and Enhancement Program administered by the Department of Food and Agriculture to provide grants for implementing irrigation, water reclamation, water storage, or groundwater recharge systems that reduce greenhouse gases and energy use or increase water use efficiency.

Requires the department to prioritize financial assistance for small farmers and ranchers and socially disadvantaged farmers and ranchers as defined in existing law.

Mandates the Secretary of Food and Agriculture to develop and adopt guidelines for awarding grants within one year of receiving an appropriation, in consultation with the Scientific Advisory Panel on Environmental Farming.

Requires the Secretary to submit biennial reports to the Legislature beginning January 1, 2027, reviewing the program guidelines, funded projects, and effectiveness of awarded projects.

Allows the department to prioritize projects providing co-benefits such as improved water quality, groundwater recharge, on-farm water storage, and surface water efficiency.
