Extends the exemption for agricultural vehicles from the Basic Inspection of Terminals (BIT) program until January 1, 2026, instead of the previous expiration date of January 1, 2023.

Defines an agricultural vehicle as a vehicle or combination with a gross combination weight rating of 26,000 pounds or less operated by a farmer, farm employee, or agriculture instructor, used exclusively for agricultural operations in intrastate commerce without compensation.

Requires the California Highway Patrol to report to the Governor and Legislature by January 1, 2022 on the impact of the agricultural vehicle exemption, including information on collisions and traffic safety issues.

Establishes that Section 34500.6 defining agricultural vehicles and the agricultural exemption will expire on January 1, 2026 unless extended by subsequent legislation.
