Expands the Youth Bill of Rights to apply to all youth confined in any juvenile facility, not just Division of Juvenile Justice facilities, and adds new rights including access to postsecondary academic and career technical education and information about parental rights.

Requires the ombudsperson to provide written notice to complainants when investigating or referring complaints and written notification of final outcomes, and mandates disaggregation of complaint data by gender, sexual orientation, race, and ethnicity.

Adds gender expression and immigration status to the list of protected classifications prohibiting discrimination against youth in juvenile facilities.

Requires the Office of Youth and Community Restoration to develop standardized, age-appropriate information explaining youth rights by July 1, 2023, in consultation with youth advocates, support groups, and other interested parties.

Establishes this as a state-mandated local program subject to reimbursement under Government Code Part 7, with reimbursement determined by the Commission on State Mandates if applicable.
