Requires state agencies administering federal Infrastructure Investment and Jobs Act (IIJA) funds to allocate a minimum of 40% to projects benefiting disadvantaged communities and disadvantaged unincorporated communities.

Mandates an additional minimum 10% of federal funds be allocated to projects providing direct benefits to low-income households or low-income communities, with exceptions for income-based definitions.

Establishes the Justice40 Advisory Committee within the Strategic Growth Council to identify infrastructure deficiencies in disadvantaged and low-income communities, recommend projects for federal funding, and provide guidelines for equitable fund distribution.

Requires state agencies to submit budget plans to the Legislature on how they will meet equity requirements, provide annual public updates on implementation, and prioritize projects including labor standards, wage provisions, and project labor agreements.

Mandates the Justice40 Advisory Committee submit a report by December 31, 2024, and requires the Strategic Growth Council submit a report by December 31, 2027, evaluating state agencies' success in meeting equity allocation requirements; the bill repeals January 1, 2031.
