Requires the California Department of Motor Vehicles to enter into a contract with a private industry partner for at least 60 months to handle marketing, design, order processing, manufacturing, and delivery of specialized and environmental license plates.

Eliminates the minimum number of applications requirement per specialized license plate design, allowing private partners to create new plates with lower demand thresholds.

Authorizes the private industry partner to assess convenience or processing fees determined by the department, or enter into fee-sharing agreements, with revenue offsetting the department's program costs.

Allows excess fees from new specialized license plates to be collected as donations to tax-exempt organizations specified by license plate sponsors or to the California Environmental License Plate Fund.

Maintains department authority to reject any registration number or design based on neutral criteria unrelated to the content or viewpoint of speech.
