Authorizes the County of Los Angeles or any city in the county to establish a neighborhood electric vehicle (NEV) transportation plan to promote sustainable, cleaner local transportation within designated plan areas.

Requires NEV transportation plans to include route selection, charging stations, parking facilities, signage, design standards for separated lanes, and community involvement, with routes classified as Class I (completely separate), Class II (striped lanes on roads with ≤55 mph speed limits), or Class III (shared use on streets with ≤35 mph speed limits).

Mandates that entities adopting NEV plans consult with the Southern California Association of Governments and local traffic law enforcement agencies, and that NEV operators possess a valid California driver's license and meet financial responsibility requirements.

Establishes an infraction punishable by a fine not exceeding $100 for operating an NEV in violation of plan restrictions, and requires adopting entities to submit a report within 2 years evaluating the plan's effectiveness and recommending whether to continue or expand it statewide.

Repeals all provisions of this article on January 1, 2040, with reporting requirements repealing on January 1, 2033.
