Authorizes the County of Los Angeles, City of Los Angeles, and other cities in the county to form a joint powers authority called the Homelessness Action Authority to fund housing for homeless populations and extremely low, very low, and low-income individuals and families.

Establishes governance structure consisting of a chief executive officer, board of directors (with mayor of Los Angeles and County Board of Supervisors chair as ex officio cochairs), and oversight board of at least 10 members including people with lived experience of homelessness, philanthropists, business leaders, researchers, and service providers.

Grants the authority powers including land use authority over owned property, ability to issue bonds, acquire land through eminent domain, oversee county social service programs, allocate tax credits, and fund planning and construction of permanent supportive housing.

Designates the Homelessness Action Authority as the recipient and conduit for new state and federal homelessness funding in Los Angeles County and requires it to review and approve all homelessness projects and programs before disbursement.

Requires the authority to establish eligibility criteria, develop strategic plans with measurable outcomes, set success metrics, oversee implementation, and mandate progress reporting and audits from funding recipients.
