Establishes the California Pay Our Interns Program administered by the Student Aid Commission to provide grants to eligible students interning in state government offices, including the Legislature, Governor's office, and state agencies.

Provides monthly internship stipends of $1,000 for interns working 15-20 hours per week and $2,000 for those working 21+ hours per week, adjusted annually by the California Necessities Index.

Offers relocation stipends of $1,000 monthly for up to six months to help eligible recipients relocate for internships, adjusted annually by the California Necessities Index.

Establishes eligibility requirements including current enrollment or graduation within 12 months from an accredited California postsecondary institution, Cal Grant Program income eligibility, California residency, and minimum 15 hours per week for at least one month.

Authorizes up to 650 annual internship stipends (486 for Legislature offices, 164 for other state offices) and up to 150 relocation stipends (113 for Legislature, 37 for other state offices) on a first-come, first-served basis, with recipients limited to two stipends in their lifetime.
