Requires the Transportation Agency, California Transportation Commission, and Department of Transportation to establish guidelines by January 1, 2024 for transparency and accountability in transportation funding programs, including project selection processes and public availability of project information.

Mandates that guidelines for interregional transportation improvement, State Highway Operation and Protection, Transit and Intercity Rail Capital, Trade Corridor Enhancement, Local Partnership, and Solutions for Congested Corridors programs incorporate strategies from the Climate Action Plan for Transportation Infrastructure adopted in July 2021.

Requires the California Transportation Plan to include a financial element that summarizes implementation costs, available revenues through the planning period, and analysis of what is feasible under realistic revenue projections.

Changes the Solutions for Congested Corridors Program requirement that projects be part of a "comprehensive corridor plan" to "comprehensive multimodal corridor plan."

Requires the State Highway System Management Plan to include evaluation and assessment of transportation needs in underserved rural communities regarding climate adaptation, greenhouse gas emissions reduction, safety, and roadway maintenance, updated every two years.
