Requires the Director of General Services to lease three specified Department of Motor Vehicles properties (in Santa Monica, Culver City, and Los Angeles) to housing developers through public-private partnerships for affordable housing development.

Mandates that 100 percent of housing units developed on these properties be offered at affordable rates, with the developer paying all construction costs for both affordable housing and new DMV field offices.

Requires the DMV to maintain limited services at field offices during construction and provide public notice of alternative locations if certain in-person services like driving tests are temporarily unavailable.

Specifies that developers must construct parking to serve both DMV operations and residential uses, with parking spaces not to fall below the number existing on January 1, 2022, unless agreed otherwise by the Director of General Services and DMV Director.
