Mandates public transit employers provide comprehensive information within 15 days of a regular board meeting upon employee representative request, including analysis of worker impacts, skill gaps, and budgeted training program descriptions.

Requires public transit employers to commence collective bargaining within 30 days of receiving the requested information, covering technology development, implementation, transition plans for affected workers, and training programs for new positions.

Applies to all local government agencies providing public transit services including cities, counties, special districts, transit districts, and joint powers authorities.

Does not diminish protections already provided to employees under existing statutes or collective bargaining agreements.
