Adds climate change to the definition of "disaster" under the California Disaster Assistance Act, allowing it to trigger state emergency declarations and financial assistance provisions.

Authorizes the Director of Emergency Services to implement mitigation measures for climate change and climate-related disasters, including greenhouse gas emission reductions and investments in natural infrastructure.

Specifies that climate mitigation measures may include preservation of natural and working lands, improved forest management, and wildfire risk reduction measures.

Allows the Director to authorize replacement of damaged facilities with new ones that better serve public needs when mitigation measures are cost-effective and substantially reduce future disaster risk.
