State Air Resources Board must develop a framework by July 1, 2025 to measure and reduce average carbon intensity of materials used in new building construction, including residential buildings.

Framework requires achieving a 40% net reduction in greenhouse gas emissions of building materials by December 31, 2035, with an interim target of 20% net reduction by December 31, 2030.

Baseline for emissions reduction shall be established using industry average environmental product declarations reported during 2026 calendar year, or alternative methods if declarations are inadequate.

Entities constructing projects with minimum 5 residential units or 10,000 square feet of nonresidential space must submit life-cycle assessments; building material manufacturers must submit Type III Environmental Product Declarations or equivalent assessments.

Projects may be exempted from targets if lower-carbon materials are unfeasible or create cost impacts of 5% or more; State Air Resources Board shall form technical advisory committee to review compliance information and make recommendations for future projects.
