Prohibits disposal of produced wastewater into unlined ponds and construction of new unlined ponds beginning January 1, 2023, except pursuant to permits lawfully issued before that date.

Eliminates the permit exception entirely beginning January 1, 2025, creating a complete prohibition on unlined pond use for oil and gas wastewater disposal.

Exempts wastewater discharges that do not exceed water quality objectives, are permitted by the State Water Resources Control Board or regional boards, and are put to beneficial use such as groundwater recharge.

Requires the State Water Resources Control Board and regional water quality control boards to adopt rule amendments by January 1, 2025, to implement the prohibitions.

Violation of the prohibitions constitutes a new crime, with no state reimbursement required to local agencies for enforcement costs related to this criminal provision.
