Requires the Civil Rights Department to establish a pilot program by January 1, 2025 to recognize businesses that create discrimination and harassment-free environments for customers.

Sets qualification criteria for businesses including demonstrating compliance with the Unruh Civil Rights Act (Section 51), providing employee training, informing customers of their rights, and establishing codes of conduct.

Directs the department to issue certificates to qualifying businesses and maintain a public database of certified businesses on its website.

Requires the department to evaluate the pilot program's effectiveness by January 1, 2028, assessing whether it affects customer behavior, incentivizes business compliance, or reduces discrimination and harassment incidents.

Specifies that pilot program recognition does not establish any legal defense against civil rights claims and automatically repeals on July 1, 2028.
