Requires local agencies to provide public access to teleconference meetings through either a two-way audiovisual platform or two-way phone service plus live webcasting, with real-time public comment opportunities and notice of access methods in meeting agendas.

Establishes procedures for handling service disruptions that prevent public access, requiring the legislative body to halt action on agenda items until remote access is restored; allows members to participate remotely for no more than 3 consecutive months or 20 percent of regular meetings per calendar year.

Requires local agencies to implement procedures for receiving and resolving disability accommodation requests consistent with the Americans with Disabilities Act, and includes legislative findings regarding constitutional protections for public officials' private information.
