Mandates institutions reissue documents such as transcripts and diplomas with updated legal names or genders upon student request, without charging higher fees than standard correction fees.

Accepts government-issued documentation including driver's licenses, birth certificates, passports, social security cards, and court orders as sufficient proof of name or gender changes.

Starting with the 2023-24 graduating class, allows graduating students to request diplomas list their chosen name without requiring legal documentation to support the name change.

Establishes that the state will reimburse local agencies and school districts for any costs mandated by this bill through existing state mandate reimbursement procedures.
