Establishes a Drought Section within the State Water Resources Control Board to improve drought planning, response, and climate resiliency for California's water resources.

Requires the State Water Resources Control Board to adopt principles and guidelines for water diversion and use in coastal watersheds during water shortages by March 31, 2024, in consultation with the Department of Fish and Wildlife.

Specifies that principles and guidelines apply to coastal watersheds in water quality control board regions 1, 2, or 3 that drain to the Pacific Ocean and are identified as priorities for recovery of native anadromous fish species under state or federal endangered species laws.

Authorizes the State Water Resources Control Board to issue cease and desist orders for violations of adopted water shortage limitations or requirements in specified coastal watersheds.

Establishes civil liability of up to $500 per day for violations of principles, guidelines, or requirements adopted under the new coastal watershed water shortage provisions.
