Deletes the prohibition against increasing aggregate Cal Grant aid when students accelerate college attendance through summer terms, sessions, or quarters.

Requires students who accelerate attendance and receive awards for summer coursework to be enrolled in 30 or more semester units in that academic year.

Allows units taken during summer terms, sessions, or quarters to count toward meeting the 30-unit enrollment requirement.

Requires the Student Aid Commission to increase award amounts proportionally based on additional attendance during summer terms for students who accelerate college completion.

Mandates the commission notify Cal Grant recipients about summer funding availability through financial aid award letters and other communications.
