Extends the exemption from prevailing wage requirements for volunteers, volunteer coordinators, and California Conservation Corps members on public works projects until January 1, 2031 (previously set to expire January 1, 2024)

Defines "volunteer" as an individual performing work for civic, charitable, or humanitarian reasons for a public agency or 501(c)(3) tax-exempt organization without compensation

Permits volunteers to receive reasonable meals, lodging, transportation, incidental expenses, or nominal nonmonetary awards without losing volunteer status

Prohibits individuals from being classified as volunteers if they are employed for compensation on the same project or by a contractor (other than 501(c)(3) organizations) performing work on that project

Allows volunteer coordinators paid by 501(c)(3) organizations to oversee volunteers while performing some nonsupervisory work, provided supervision is their primary responsibility
