Requires California State University to grant employees paid parental leave for one semester of an academic year (or equivalent duration) within a one-year period following birth of a child or placement of a child through adoption or foster care.

Limits leave to consecutive periods unless the employee and administrator mutually agree otherwise, with only working days counted against the leave allowance.

Defines "employee" using the same meaning as specified in Government Code Section 3562(e).

Allows memoranda of understanding negotiated under Government Code Chapter 12 to supersede these provisions, provided any provisions requiring expenditures are approved in the annual Budget Act.
