Establishes the Family and Community Literacy: Supporting Literacy and Biliteracy in Schools, Families, and Communities Grant Program to support California pupils reading at grade level by third grade.

Creates the California Family Literacy Innovation Project under the Department of Education to award competitive grants of up to $1,900,000 each to at least 25 local educational agencies serving high percentages of unduplicated pupils with the lowest third-grade literacy performance.

Requires grant recipients to conduct needs assessments and design evidence-based Family Literacy and Biliteracy Innovation Plans that include at least three of five strategies: family literacy plans, home visiting programs, bilingual literacy promoters, extended-day/summer/weekend institutes, or public library partnerships.

Permits grant recipients to use up to $400,000 for digital tools promoting family literacy and allows three years to spend grant funds.

Requires grant recipients to submit annual progress reports and authorizes the department to contract with an external evaluator using up to $1,000,000 to assess program effectiveness.
