Prohibits placing agencies from declining to place foster children with a resource family based on the resource family parent's actual or perceived sexual orientation, gender identity, or gender expression

Requires the State Department of Social Services to establish comprehensive home study criteria evaluating a licensed foster parent's ability, readiness, and willingness to meet varying needs of children

Directs the department to consult with county placement agencies, foster care providers, and the Task Force on Accreditation of Services for Children when developing home study criteria

Integrates home study decision outcomes as criteria for placement decisions through regulations to be filed with the Secretary of State

Removes various uses of the phrase "hard-to-place children" from existing law related to foster care placement
