Changes the penalty for conducting horse racing and wagering without a license from a misdemeanor to a felony under California Business and Professions Code Section 19660.

Removes the requirement that the unlicensed conduct be "for profit" to constitute the felony, expanding the definition of the crime.

Eliminates previous provisions regarding the 50 imported out-of-state thoroughbred race per day limitation and related exceptions including the Whitney Stakes exemption.

Specifies that no state reimbursement is required to local agencies or school districts for costs resulting from the crime penalty change under Article XIII B of the California Constitution.
