Expands the definition of "school of origin" for foster children who are individuals with exceptional needs to include certified nonpublic, nonsectarian schools, effective with the 2023-24 school year.

Requires nonpublic, nonsectarian schools and agencies seeking certification or already certified to agree in writing that they will serve as the school of origin for any foster child enrolled and allow the foster child to continue their education at the school.

Amends Education Code Sections 48853.5, 56366.1, and 56366.10 to implement these requirements for special education placements involving foster children.

Establishes that foster children have the right to remain in a certified nonpublic, nonsectarian school as their school of origin during court jurisdiction and, in certain cases, beyond termination of jurisdiction, consistent with existing foster child placement protections.
