Requires state agencies to prioritize restoration projects on natural and working lands that include permanent, enforceable mechanisms ensuring the project area maintains desired conditions and protects the state's investment.

Mandates the Department of Forestry and Fire Protection submit a report by April 1, 2023, detailing how it will implement prescribed burn projects to burn at least 50,000 acres annually by January 1, 2025.

Requires the state to develop a strategy by January 1, 2030, for prescribed burn, cultural fire, and managed wildfire projects to achieve beneficial fire outcomes consistent with historic fire frequencies and maintain desirable fuel loads.

Requires the Natural Resources Agency to submit a report by April 1, 2023, describing its strategy for completing and implementing a plan for forest and watershed restoration investments in the drainages supplying the Oroville, Shasta, and Trinity Reservoirs.

Section 4496 is repealed on January 31, 2030, and Section 71366 is repealed on January 1, 2028.
