Establishes a grant program requiring the Department of Rehabilitation to provide independent living services to adults who are blind or have low vision and are ineligible for federal vocational rehabilitation services under the Rehabilitation Act of 1973.

Modifies counselor-teacher requirements to teach braille, travel techniques, independent living skills, and assistive technology training instead of the previous requirements to teach typing and household arts and crafts.

Authorizes the department to award grants to private organizations with demonstrated expertise serving blind or low vision adults, with option to select grantees from the most recent Older Individuals Who Are Blind program solicitation without a competitive process.

Requires program implementation subject to appropriation in the annual Budget Act or use of other available funds, including funding from existing related programs.

Eliminates an obsolete funding requirement in Section 19526 related to reader compensation provisions for blind students.
