Allows transportation of household hazardous waste between collection facilities using a shipping paper instead of a manifest, and permits household hazardous waste to be transported in leased vehicles.

Enables non-generators to transport household hazardous waste on behalf of individuals who are unable or unavailable due to death, illness, or disability, with written certification required at delivery.

Permits household hazardous waste collection facilities to accept waste from very small quantity generators (VSQGs) in amounts exceeding 100 kilograms at a single time if annual total does not exceed 1,200 kilograms, and allows acceptance in the same area and time as residential waste.

Exempts recyclable latex paint and oil-based paint from volume and weight limitations imposed on VSQG waste acceptance.

Authorizes collection facilities to allow people to exit vehicles in waste acceptance areas only when necessary to provide access to hazardous waste, and imposes storage limits on hazardous waste transported by public agencies recovering illegally disposed waste (55 gallons or 500 pounds maximum).
