Department of Housing and Community Development must award incentives by December 31, 2023 to Multifamily Housing Program applicants that set aside at least 20% of units (up to 50% for projects over 100 units) for individuals experiencing homelessness or eligible for qualifying services including PACE, Assisted Living Waiver, and Home and Community-Based Alternatives Waiver.

Incentives include higher loan limits for impacted units, exemption from services plan submission if developer has executed agreement with qualifying services provider, higher or exempted services caps for providers, and funding for alternative care sites offering qualifying services.

Department must partner with State Department of Health Care Services to align qualifying services in funded housing projects through expedited enrollment, waiver prioritization, reduced administrative barriers, and development of sample agreements between developers and service providers.

State authorized to contract with agencies to assist persons with disabilities in securing and maintaining their own homes and supportive housing; "community living support services" expanded to include assistance with independent activities of daily living or personal care when needed.

Department must assess tenant outcomes within 180 days of first year of operation for representative sample of projects, collecting data on demographics, presubsidy housing status, and housing retention rates.
