Expands referee station testing and certification authority to include motorcycles and vehicles up to 14,000 pounds gross vehicle weight rating cited for noise violations or whistle-tip modifications.

Eliminates the exemption for motorcycles from the notice-to-correct-violation requirement for exhaust system modifications, requiring all violators to provide proof of correction.

All new requirements become operative on January 1, 2027.
